Rajasthan: Hospital building locked, pregnant woman gives birth in the open!

Jaipur. Rajasthan has become the first state to enact the Right to Health Act, but the ground reality is far from it. Government medical facilities in villages are on ventilators. Hospitals are not opening on time. Patients are not getting treatment. The negligence of the medical personnel is heavy on the lives of the patients. It is a different matter that with the claims of best medical facilities in the state, Rajasthan Chief Minister Ashok Gehlot does not get tired of patting himself on the back by praising him everywhere. Health services are in a bad condition, especially in tribal and Dalit-dominated areas.
The latest case of negligence of medical personnel has come to the fore from Tonk district. Where the doctor and other staff appointed at Government Primary Health Center Mandolai in Todaraisingh area did not reach on time. Due to the lock on the main gate of the hospital, the Dalit woman gave birth under the open sky. It is a matter of pride that hearing the voice of the pregnant woman screaming in pain, the women of the neighborhood of the hospital got the delivery done in the absence of safe resources, otherwise the life of the mother and the child could have been lost.
Reached the hospital at 6 in the morning
Pradhan Bagaria’s pregnant wife Madi Devi had labor pain in the early hours of Sunday. Pradhan Bagaria along with other women of the family took his wife to the Government Primary Health Center in Mandolai for institutional delivery. The main gate of the hospital was locked at 6 am. On this, the relatives started waiting for the arrival of the doctors. Meanwhile, the pregnant woman had severe pain. The women went to call an LHV living nearby, but she turned unheard. The pregnant woman started screaming due to unbearable pain. Hearing the sound, some women living in the neighborhood of the hospital came running and these women got Madi Devi delivered under the open sky.
If Pradhan Bagaria is to be believed, he had gone to call the medical personnel even after the delivery. LHV reached the hospital an hour later. After opening the lock of the hospital, the mother and child were admitted to the ward. Now the health of both mother and child has been told. Pradhan said that we the people of the village had come here on a trust. The hospital was locked. My wife’s life was at stake. It is a matter of honor that the women living in the neighborhood of the hospital took care of it.

17 CCA notice given
Chief Medical and Health Officer Tonk Dr. Shyam Sunder Agarwal reached the spot on the information about the delivery outside the hospital due to the lockdown at the Government Primary Health Center Mandolai on Sunday. After taking information about the incident from the obstetrician and medical personnel in the hospital, the truth of the hospital building being locked on time came to the fore in the morning. On this, 17 CCA notices were given to Dr. Kanak Sharma, Dr. Hemant Singh and LHV Maya Devi, doctors working in PHC. On the other hand, considering negligence in supervision, a show cause notice has also been issued to Block Chief Medical Officer Todaraisingh Dr. Rohit Dandoria.
Notice insufficient, immediate suspension
Zilla Parishad member Bharatraj Chowdhary also reached the spot on Sunday morning on the information about PHC building being locked even after hospital time and delivery of a Dalit woman in the open premises. Where Chowdhary demanded strict action against the negligent personnel. He said that merely giving notice here will not work. This is gross negligence of the doctors. Punitive action is necessary on them. He asked the Chief Medical and Health Officer, Dr. Agarwal, who reached the hospital, to issue a written order to permanently ban doctors from attending the hospital at night and to improve the medical arrangements.
The Mooknayak spoke to Chief Medical and Health Officer Tonk Dr. Shyamsundar Agarwal . Dr. Aggarwal told The Mooknayak that a case of negligence on the part of the doctors has come to the fore. We have given charge sheet to two doctors and LHV. Show cause notice has also been given to the Block CMHO. After investigation, action will be taken as per rules.
