Bhopal. The brutality against a Dalit youth in the Surpura police station area of Bhind district in Madhya Pradesh has sparked a stir in the state’s politics, administration, and social organizations. The victim alleges that he was forcibly abducted from Gwalior, held hostage, brutally beaten, subjected to caste-based abuse, and forced to drink urine in an inhumane manner. Following the incident, the matter became so serious that Chief Minister Dr. Mohan Yadav personally requested a report and ordered strict action against the culprits. Meanwhile, activists from the Azad Samaj Party and the Bhim Army launched a protest against the administration, creating a tense atmosphere from the hospital to the police station and the Collector’s office. The Bhim Army has announced that it will hold street protests against the continued incidents of inhuman atrocities against Dalits in the state.

According to the victim, some of the accused kidnapped him from Gwalior, brought him to the Surpura area, and held him hostage. He was locked in a basement-like room and brutally beaten. The attackers allegedly used casteist slurs while asking his name and threatened to kill him if he complained. The victim says that while he was writhing in pain, he was inhumanly forced to drink urine. This act violates not only the law but also human sensibilities.
The minister visited the victim in the hospital and said, “Law prevails, we will not allow injustice to happen.”
Following the incident, State Renewable Energy Minister Rakesh Shukla visited the Bhind District Hospital on Tuesday. He inquired about the incident from the victim and spent about half an hour at the hospital. The Collector and Additional Superintendent of Police were also present with the minister and shared detailed information.
Minister Rakesh Shukla, reacting to the incident, said that this state is under Dr. Mohan Yadav’s government, where the rule of law is paramount and no one can be allowed to commit atrocities. He assured that no injustice will be tolerated against the victim and that the government stands with her every step of the way. Shukla categorically stated that the culprits in this case will not be spared at any cost and that the strictest action is certain against them.
After the minister’s statement, it became clear that this matter was being monitored directly from the top level of power.
Bhim Army attacks administration, objects to FIR
Following the incident, Dalit organizations also expressed outrage. Workers from the Azad Samaj Party and the Bhim Army reached the district hospital and protested by stopping the collector’s car. They alleged that the police had not recorded all the facts in the FIR, specifically, the point about threats made with a gun was missing from the FIR.
The Bhim Army expressed its displeasure to the administration, stating clearly that strict and transparent action is necessary to ensure justice for the victim. They demanded that the sections listed in the FIR be strengthened to ensure that the perpetrators have no way to escape punishment. They also demanded that the victim’s safety be ensured and a copy of the FIR be immediately made available. The organizations stated that they would continue their movement until the perpetrators receive severe punishment.
Speaking to The Mooknayak, Bhim Army leader Sunil Bairasia stated that incidents of atrocities against Dalits are steadily increasing in the state, but the administrative system appears to be lacking in sufficient force. He alleged that the police administration is neither taking timely action nor showing seriousness in providing justice to the victims. Sunil Bairasia stated that if such atrocities continue and the system remains sluggish, the Dalit community will completely lose trust in the government and administration.
Other social organisations also warned that if justice was delayed, they would march to the Chief Minister’s residence and hold mass protests.
Two accused arrested, third absconding, sections to be decided based on medical report
ASP Sanjay Pathak said that the police took immediate action and arrested the main accused Sonu Barua and Alok Pathak and sent them to jail, while the third accused Chhotu Ojha is still absconding and his search is on.
Police said they have registered a case against the accused for assault, confinement, and under the SC/ST (Prevention of Atrocities) Act, 1989. They also stated that serious charges, such as forcing the victim to drink urine, will be confirmed based on medical reports and forensic evidence. Further charges may be added after the reports are received.
Congress attack
Speaking to The Mooknayak, State President of the Scheduled Caste Congress, Pradeep Ahirwar, attacked the state government. He stated that there is no law and order left in the state, and the situation is a complete jungle raj. Ahirwar alleged that the ongoing atrocities against Dalits clearly demonstrate that the government is neither sensitive nor serious about the safety of the oppressed.
Ahirwar said, “The plight of Dalits in the state is no secret. Reports of atrocities are emerging daily, but the government and administration remain mere spectators. The very community whose rights and dignity are guaranteed by the Constitution is feeling the most insecure today. The situation has become so dire that organizations are forced to take to the streets to seek justice for the families of victims. This is not democracy, but a sign of anarchy.”
He further stated that if the government had even a modicum of compassion, swift, firm, and impartial action would be taken against attacks on Dalits. “When the perpetrators are fearless and the victims live in fear, it should be understood that there is a serious flaw in the policies of the government.”
