Jaipur. Serious allegations have been made against the police in the case of murder of a Dalit woman after gang rape in Alwar district of Rajasthan. The fact finding team of Dalit Adhikar Kendra has accused the investigating officer of protecting the accused by not investigating properly and not adding necessary sections despite presenting the facts on behalf of the victim during the investigation. However, the officer investigating the case refused to comment on these allegations.
On the issue, Advocate Shailesh Gautam said that political parties have been trying to gain electoral momentum with the help of slogans of sympathy for Dalits. Some political parties have also been successful in this, but after coming to power, how far they have been able to provide justice to this community, this is enough to explain the working style of the police in the case of gang rape and murder of a woman in Alwar district of Rajasthan. Where the investigating officer has also been accused of threatening the victim and witnesses.
On January 30, in Naugaon police station area of Alwar district, a man along with his associates gang-raped a Dalit woman, murdered her and hanged her body. The next day, after coming to know about the incident, the father-in-law of the deceased had filed an FIR in Naugawan police station on charges of rape and murder against Dalit community accused Subhesingh and his other associates.
The victim’s father-in-law had alleged in the complaint given to the police that, “The accused Shubhe Singh, son of Bachuram, was blackmailing the applicant’s daughter-in-law with objectionable photos for a long time. He was pressurizing her to have illicit relations with her. Upset with the actions of the accused. After this, the daughter-in-law told the whole thing to the family members. After this, the accused was counseled, but the accused did not desist from his habit. On the night of 30 January 2024, the applicant’s daughter-in-law was alone in the room at home. Then the accused came and along with his other associates killed the applicant’s daughter-in-law and hanged her to death. The accused left after committing the crime.”
On January 31, on the complaint of the victim’s father-in-law, the police registered a case under sections 376, 511, 302 and 34 of the IPC and handed over the investigation to Police Inspector Nekiram.
The next day, the victim gave another complaint to the police and said, “On the night of 30 January 2024, the accused Shubhesingh son of Bachuram and his other associates committed atrocities on the applicant’s daughter-in-law by making obscene photos and videos of her and blackmailing her. She was having illicit relations with him. Even on the night of the incident, she was murdered along with other people for protesting against having illicit relations. We had lodged an FIR in the police station Naugawan. Now the lock of the deceased’s mobile has been opened. But after checking his Facebook and WhatsApp profile, we came to know that other accused Arjun son of Suraj Prajapat, Jaihind son of Hariyaram, Sandeep son of Sukhpal Prajapat and their relative Subhash are also involved in the said case. Chatting on WhatsApp was found in the mobile of the deceased. Other suspicious and objectionable information has also been found in the mobile. Gold ring, neck chain, gold jantar, silver hathphool, tagdi, chutki etc. jewelery are missing from the room of the deceased. All the above mentioned accused have been harassing the deceased financially and mentally for a long time. And were physically exploiting him. In the said case, all the accused together committed the said incident. In such a situation, the names of other accused should also be included in the FIR registered.”
Dalit Rights Center formed investigation team
The victim’s family contacted Dalit Adhikar Kendra, a social organization working for the rights of Dalits, regarding the said matter. Dalit Rights Center formed a five-member investigation team under the leadership of District Coordinator Alwar Shailesh Gautam in the case, recorded the statements of the victims and witnesses and compiled the documents.
The investigation team did fact finding
District Coordinator of Dalit Rights Center Shailesh Gautam said that their investigation revealed that the accused Subhesingh Jatav, Arjun Prajapat, Jaihind Prajapat and Sandeep Prajapat were physically, mentally and financially torturing the woman for a long time by taking obscene photos of her. Had been. On January 30, 2024, Suraj Jatav had a baby boy due to which DJ was playing in the village and at night the entire family of the victims slept at their respective places. When the milkman came to collect milk in the morning and came to know about the incident, he saw that the door latch was broken and the body of the deceased was hanging with a chunni (a cloth worn around the neck by women).
“The accused had made the objectionable photo of the deceased viral on social media. There were important facts of exploitation of the deceased on the mobile phone of the deceased. Despite the first information report of the said serious incident being registered, there was serious negligence in the said case by the investigating officer. It is being treated”, said Shailesh Gautam.
He said, “Neither the accused have been arrested yet by the police administration, nor have the mobile phones of the accused been confiscated, nor have IT Act and SC ST Act been added to the case.” The investigation team alleges that the victims and witnesses are being threatened by the investigating officer.
After investigation, the members of Dalit Rights Center asked the administration to immediately arrest the named accused by including the names of the named accused in the file, to take appropriate measures to prevent obscene photos and videos of the deceased from going viral, and to immediately confiscate the mobile phones of the named accused. , to get back all the looted women’s money, to include appropriate sections of IPC by adding IT Act and SC ST Act in the case, to include electronic documents in the investigation, to conduct a high-level impartial investigation of the case and to soon take action against the accused. A letter has been submitted to the investigating officer demanding filing of the charge sheet in the court. The investigation team of Dalit Rights Center included District Coordinator Shailesh Gautam along with Sarwan Kumar, State President BWD Foundation India, Amar Singh, Mansingh, Rajendra Kumar and Dr. Naresh Kumar.
District Coordinator Shailesh Gautam said that since the main accused named in the first information report also belonged to the SC category, the police did not add the SC-ST Act. This is true, but despite the names of other accused being given in writing the next day after the FIR was registered, along with electronic evidence, the SC/ST Act was not included. Instead of arresting the accused, the witnesses of the victim’s side are being threatened. In such a situation, how can we expect justice?
It is not appropriate to say anything until the investigation is completed
To know the veracity of the allegations against the investigating officer, The Mooknayak spoke to the investigating officer Nekiram Police Inspector. The investigating officer told The Mooknayak, “A case has been registered on serious charges like murder and rape. The investigation is still going on. It would not be appropriate to say anything in this matter until the investigation is completed.”
