Why did a Dalit IPS officer from Haryana take his own life? An 8-page suicide note reveals the “bare details” of 13 officers, including the DGP.

The deceased IPS officer’s IAS wife filed an FIR against Haryana DGP Shatrughan Kapoor, saying, “This is not suicide, but a well-planned conspiracy.” The suicide note makes serious allegations of harassment against nine IPS and three IAS officers.

Chandigarh: Y. Puran Kumar, a 52-year-old Dalit IPS officer of the Haryana cadre, was found dead at his Chandigarh residence on Tuesday. The incident has sent shockwaves through the police and administrative circles. Kumar left behind a purported suicide note in which he blamed nine serving IPS officers, one retired IPS officer, and three retired IAS officers of the Haryana Police for his death, alleging “caste-based discrimination, public humiliation, targeted mental harassment and torture.”
Meanwhile, Kumar’s wife, IAS officer Amneet P. Kumar, who was in Japan on an official trip, returned to India on Wednesday. Upon her arrival, she filed a police complaint against Haryana Director General of Police (DGP) Shatrujeet Kapoor and Rohtak Superintendent of Police (SP) Narendra Bijarnia. In her complaint, she alleged that her husband was being implicated in a “frivolous and malicious complaint” by “fabricating false evidence” as part of a “well-planned conspiracy.”
Media reports suggest that when attempts were made to contact DGP Kapoor and SP Bijarnia for their reaction on this serious matter, they did not respond to calls and messages.
Police investigation and seizures
A senior police officer dismissed these allegations, calling them a response to the government’s “crackdown on corruption.” Meanwhile, the Chandigarh Police issued a press release confirming the recovery of a “will and last note” and stating that further investigations were underway.
A senior Chandigarh police officer said, “A suicide note has been recovered in which Y. Puran Kumar has mentioned his issues with the administration and has also named some senior Haryana police officers. The matter is being thoroughly investigated.” He also said that the suicide note and the allegations made in it are currently under investigation, so the names of the senior Haryana officers cannot be disclosed.
What is written in the 8-page suicide note?
In an eight-page “final note” titled “Continued blatant caste-based discrimination, targeted mental harassment, public humiliation and atrocities by the concerned senior officers since August 2020, which have now become unbearable”, Puran Kumar, who belongs to the Scheduled Castes, has detailed several incidents of alleged “mental and administrative torture”.
He has alleged that he was harassed for visiting a temple, was not granted leave which prevented him from meeting his father for the last time before his death, was sent to “non-existent posts” and faced “false and malicious action”.
Kumar, a 2001 batch IPS officer, has written that he repeatedly lodged his complaints at the top level, but no action was taken on them.
“The persistent discrimination against me, posting on non-existent posts, non-finalisation of performance appraisal review memos, public humiliation of me and continued attempts to initiate malicious proceedings based on anonymous complaints forced me to take this extreme step,” he alleged.
In the last four pages of his note, he has written in detail about the role of senior IPS and IAS officers, including a top bureaucrat, and how they “mentally and administratively tortured” him.
The wife filed an FIR and demanded arrest.
“My husband had told me that a conspiracy was being hatched at the direction of DGP (Haryana) Shatrujeet Singh Kapoor and he would be implicated in a frivolous complaint by fabricating false evidence,” Amneet P. Kumar told the police in her four-page complaint.
She alleged that just before her death, on the instructions of DGP Kapoor, FIR-No. 0319/2025 was registered against her husband’s staff member Sushil at Urban Estate Police Station, Rohtak and her husband was being implicated in the case, which troubled her to the last.
She wrote in her complaint, “I request you to register an FIR against Haryana DGP Shatrujeet Singh Kapoor and Rohtak SP Narendra Bijarnia under Section 108 of the Indian Penal Code, 2023 (formerly Section 306 of the IPC) and relevant provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act and arrest them immediately, as both the accused are powerful persons and hold influential positions.”
According to sources, Amneet has refused to undergo post-mortem until action is taken against those blaming her husband.
A long history of controversies: A timeline
Puran Kumar had a long history of disputes with senior officials. He had written numerous letters to the Chief Minister and top bureaucrats over the years, raising issues such as violations of Home Ministry norms, bias against Scheduled Caste officers, and discrimination in postings.
- August 2020: Then-IGP Puran Kumar visited a temple in the Shahzadpur police station, prompting a letter from then-DGP Manoj Yadav, who called it harassment.
- 2022: As IGP of Sirsa Range, Kumar initiated action against unauthorised temple construction inside Sirsa Police Lines, triggering an administrative inquiry.
- February-April 2023: Filed five complaints of harassment and humiliation against a senior IAS officer.
- October 2023: Wrote to the Chief Secretary alleging that he was posted as IGP (Home Guards) to “humiliate and harass” him.
- April 2024: As IGP (Telecom), he returned his official car alleging discriminatory vehicle allotment among IPS officers.
- Mid-2024: Wrote a letter to Chief Minister Nayab Singh Saini alleging illegal promotion of officers by bypassing Home Ministry rules and discrimination against Scheduled Caste officers.
Obviously, further action will be taken only after talking to the officer’s family, while investigation into administrative complaints, forensic evidence and other clues continues.
