Will SC boy get arrogant?”: Ruckus erupts at Patna Consumer Commission! Dalit youth alleges caste-based insult by DCDRC chairman and member
Shubham says that by calling the policemen of Secretariat police station, an attempt was made to get him arrested on false charges, whereas he was peacefully following his legal process.

Patna – A Dalit youth has filed a serious police complaint against the Chairman and a member of the District Consumer Disputes Redressal Commission (DCDRC) in Patna, the capital of Bihar. Shubham Kumar, belonging to the Scheduled Caste, has alleged that the Commission’s Chairman Prem Ranjan Mishra and Member Rajnish Kumar treated him with caste-based disrespect, publicly abused him, issued death threats and obstructed the judicial process in his pending consumer case. The complaint has been sent to the Senior Superintendent of Police, Patna, seeking registration of the case under various sections of the SC/ST (Prevention of Atrocities) Act, 1989 and the Indian Penal Code, 2023.
According to the complaint, the entire dispute relates to Shubham Kumar’s pending consumer complaint case (case number DC/212/CC/539/2024) at the DCDRC, Patna. Shubham told The Mooknayak that the two officials repeatedly engaged in discriminatory and threatening behavior when he visited the commission premises for hearings, RTI proceedings, or grievance redressal. The events began last year, but the events of February 18th brought the situation to a head.
On February 18th, at around 10:45 a.m., Shubham Kumar arrived at the DCDRC premises to meet with the NCDRC inspection team and file his complaint. Member Rajneesh Kumar confronted him outside and became aggressive, threatening physical assault. He reportedly said, “You don’t know who I am. I have political support. You will be killed, and no one will save you.” He then called in police from the Secretariat police station to have Shubham arrested on false charges, even though Shubham was peacefully pursuing his legal process. The Commission’s guards and driver also prevented him from entering the premises.
Shubham Kumar also stated in his complaint that on several previous occasions, the two officers had made caste-based comments like, “This SC boy will dominate me, I will make him rub his nose in my shoes but I will not pass his order, he can go wherever he wants, he files RTI.”
Another incident occurred that afternoon when an advocate requested Shubham to take his photo with Prem Ranjan Mishra and Rajnish Kumar. While the photo was being taken, Chairman Prem Ranjan Mishra suddenly became enraged and publicly abused Shubham, calling him “scunny, scoundrel, bastard, fraud,” and questioning his “status.” This insult occurred in front of several advocates and others present.
Shubham Kumar also stated in his complaint that on several previous occasions, the two officers had made caste-based comments, such as, “This SC boy is going to get on my nerves. I’ll make him rub his nose in my shoes, but I won’t pass his order. He can go wherever he wants, he files an RTI.” These statements were intended to humiliate him and threaten him with not passing any orders in his case. Furthermore, he was harassed by issuing unnecessary personal hearing notices on his RTI appeals on October 24, 2025, and November 7, 2025.
The complaint alleges these incidents are offenses under sections 3(1)(r), 3(1)(s), and 3(2)(va) of the SC/ST Act and sections 351 (criminal intimidation), 352 (punishment for intimidation), 126 (wrongful restraint), and 296 (obscene words) of the Indian Penal Code. Shubham alleged that these actions have caused him severe mental agony and put his life in danger. He demanded an immediate FIR, an investigation, personal security, and prevention of any misuse of the Secretariat police station. Copies of the complaint have also been sent to the Director General of Police, the NCDRC, the National Commission for Scheduled Castes, and other relevant authorities. Shubham Kumar also mentioned that the Central Vigilance Commission has recognized him as a whistleblower and has provided protection.
