NCSC sends reminder to CCSU Meerut regarding admission of Dalit student, seeks report within 7 days

Meerut—The National Commission for Scheduled Castes (NCSC), Government of India, has issued Reminder II to the university administration regarding the 2021 admissions to the Department of Journalism and Mass Communication at Chaudhary Charan Singh University (CCSU), Meerut. Acting on a complaint from Scheduled Caste student Mayank Kumar Verma, the Commission has directed the CCSU Registrar to provide the required information within seven days.
The Commission’s Reminder-II, dated August 27, stated that the Commission had previously issued letters on this matter on June 11, 2026, and August 4, 2026. The Commission took serious note of the failure to provide the required information within the stipulated time and again directed the University administration to submit the necessary information to the Commission within seven days without delay, so that the Chairman of the Commission can be apprised of the actual situation.
The matter pertains to a complaint filed by Meerut resident Mayank Kumar Verma, alleging that he was subjected to caste discrimination, mental harassment and denial of education upon admission to the Department of Journalism and Mass Communication at CCSU in 2021.
According to the complainant, despite submitting all the required documents and paying the admission fee, his admission was not locked on the university portal. He alleges that he was allowed to attend classes regularly for some time, but his attendance was not recorded. The complaint also accuses some department officials and employees of discriminatory behavior and casteist remarks.
The complainant has also alleged that later he was pressurised to write an application for withdrawal of admission and the fees deposited were returned to his bank account.
In his complaint to the Commission, Mayank Kumar Verma stated that the entire incident caused him severe mental distress. He stated that documents, bank records, email correspondence, audio recordings, and other evidence related to the case are available.
What instructions did NCSC give now?
In Reminder-II issued on August 27, the Commission has directed the Registrar of CCSU to send the required information regarding the matter to the Commission within 7 days of receipt of the letter.
This reminder is important because, despite the Commission’s previous letters, the required information was not provided in a timely manner. The Commission has now directed the university administration to respond in a timely manner.
Complainant Mayank Kumar Verma said he hoped the NCSC process would allow an impartial investigation into the facts of the entire 2021 incident and fix responsibility for any violation of his Scheduled Caste rights at any level.
